Today on the House floor, Congresswoman Pingree spoke out against H.J.Res. 43, a resolution put forth by House Republicans in order to roll back an executive order signed by President Obama that prevents states from playing politics with funding for the nation’s family planning program—commonly referred to as Title X. Pingree said federal Title X funds support services for more than 22,000 individuals across Maine annually, including those in the most rural areas of the state.
 
“Without Title X funds, thousands of women and men throughout Maine would struggle to access and afford alternative primary care. At a time when Republicans want to repeal the Affordable Care Act without a replacement plan, it is more important than ever to preserve Title X as a cornerstone of our safety-net health care system."
 

Background on Title X:

• Title X federal funds reach patients in 15 of Maine’s 16 counties.
• Ninety percent of people served by Title X have incomes below 200 percent of the federal poverty level, and 63 percent are uninsured.
• According to the Guttmacher Institute, 6 in 10 women who access care from a family planning health center consider it their main source of health care. For 4 in 10, it’s their only source of care.
• Maine Family Planning (MFP) is the statewide Title X grantee for Maine. MFP operates 18 health centers across Maine, serving nearly 10,000 patients in FY 2016.
• MFP provides subgrants to Planned Parenthood and several school-based health centers and FQHCs, for an additional 25 sites providing Title X-funded services.
